Hi. My father was born in Hong Kong in 1942 to a Chinese mother and Filipino father.

They moved to the Philippines when my father was still a baby. My father has a Chinese birth certificate which I can't read so I assume he is chinese. Will he lose his citizenship given that he has been living in the Philippines for 70+ years?

Yes, he will, because he has settled down in Philippines for a long time and China does not recognize dual nationality at the same time.

Hi Joy, Hong Kong is currently a Special Administrative Region of the People's Republic of China. It means that the old UK laws are still in effect until 2047. If your father wants to move there to live, he needs to make an appointment and bring his HK birth certificate to get a smart ID card. You can google that info online. Again, your father is 76 and has already lived in the Philippines for this long. Why bother to move to a place with a different culture? I will be more worry about him adjusting to the environment given his age, and potential age related health issues, than him losing his HK citizenship which will soon be China citizenship.
