getting an business m visa

Question

I have an L but need to convert it to a Business M.  Can this be done while inside China or in Hong Kong?I'm a US citizen with a 10 year L now

It's possible to convert the L type into a M type at the exit and entry administration of the local PSB within China. If it can succeed, there is no need to go to HK for that.
