Tourist Visa. Do I apply for tourist L at the embassy of China in Tokyo?

I am currently living and working in Japan with work entry permit. I would like to visit Beijing by the end of this year. Or do I have to go through travel agencies to get my Chinese tourist L done?

If you have valid residence permit and visa in Japan, you can try to apply for the Chinese tourist L type from the CVASC in Japan.
