About:Overstaying in China & Penalty

Can I pay this fine at the airport in case I can't make it to the PSB?

No. If you were found out with invalid visa at the airport, the airport crews won't let you board the flight. You need to go back and pay the fine to the local PSB. After that, you can go to the airport to catch flight to your home country.
