24-hour direct transit?

Hi! I am flying from Finland to Vietnam via Chongqing. However, I need to collect my luggage and do a new check-in at the Chongqing airport. Can I be in "pure" international" transit or do I need to get a "24-hour direct transit" permit when doing so? Thanks and regards, Kim.

You have to clear immigration and customs before checking in for your new flight. That will involve the issuance of a 24-hour entry permit.
