VOA shenzhen or zhuhai for indonesian passport

Hello, i have indonesian passport and i ever have chinese visa, now my destination will be 2 options : 1. From hongkong to shenzhen or 2. From macau to zhuhai
Can i have voa from the destination option? Which one of the destination i have to choose so i can get voa?
