About:Apply for China Visa in a Third Country

My friend (Pakistani} residing in Russia needs Chinese visa

My friend (Pakistani) staying in Russia needs Chinese entry permit, can he apply visa from Russia?

If he has valid residence permit in Russia, he can try to apply from the China embassy in there.
