About:24-Hour Visa-Free Transit

Enter from Hong Kong Ferry to Guangzhou - Fly out to Taiwan

Hello

will the 24 hour visa free transit possible, when entering China from Hong Kong or Macau by Land or Ferry and flying out within 24 hours from Guangzhou to Taiwan?

There is a VOA but it does not allow you to leave Shanzhen or Zhuhai cities. Otherwise no TWOV for land/sea crossings from Hong Kong
