About:72-Hour Visa-Free Transit

Transit visa in Shangai

I have a US passport . I will arrive from Thailand to Shangai with Spring Air Airline. I will stay 36 hours in Shangai and then fly with Hong Kong Airline back to USA.
Can I apply for a transit g?
Will the airline allow me to board from Chiang Mai Thailand to Shangai without the visa and apply for the voa?

There's no need for an transit visa or an visa on arrival (as an tourist you won't get an voa at Shanghai airport).
You're eligible for the 144h twov.
