We need to get to Xianyang airport from our hotel (next to Xian railway station)

for a flight which departs at 07:30am. Given the early flight time would the best option be to book a taxi?

You’d better arrive at the airport 2 hours in advance and it takes about 1.5 hours to get there, so you should take a taxi before 4:30. The earliest shuttle bus is at 4:30 from Longhai Hotel, the time is a little tight if you take that.
