About:24-Hour Visa-Free Transit

I already bought air ticket and the total time transit in China is 27 hours

Because I did not have knowledge on this. I am neither eligible for 72 free transit nor 144 hours...
Only 2 days left for the departure date and I believe it is too late to get the visa.
Only 3 hour extra...can I just go ahead and pay penalties instead because the air ticket expense is big sum to me?

You should try to change your flight so that your transit is under 24 hours. The cost will depend on the conditions of your ticket. Otherwise you will be denied boarding by the airline at your origin.

Primary option is change ticket, if you show up to the airport you won't even be able to leave Canada. If you don't have any plans when you get to china, It may be worth booking and flying a side trip to Hong Kong or Macau and back.
