Getting visa for china from Philippines

I am saudi Arabia citizen i will be in Philippines in 14 September 2018. For 20days , and I will travel to Guangzhou in 14 December 2018, when I am in manila can I get visa for china from ur office in Philippines, if yes
What I need to bring with me, and how much will cost me either for single or twice
And how long will take to be ready
