drop off and pick up of documents by third party at embassy

Currently in the USA on a short work and travel entry permit for 4 months and was planning to visit china for a week after the USA entry permit end in September. Could i send my papers to a friend for application in Zimbabwe as i have been advised that i can not apply here as it is a short term visa. Thank you
