About:144-Hour Visa-Free Transit

Does a connection in a third country qualify for 144 hours visa free entry?

Hi,
If I bougth a ticket Taipei- Shanghai- Hongkong(2 hours layover) - Taipei, do I qualify for 144 hours free entry? I hold an Austrian passport.
