24 hour Free visa

We are transiting from shipping port to airport.

If we land in port from cruise ship and then take flight out of China via airport on the same day, do we qualify in the 24 hour free transit? Do I need to secure approval from Chinese Embassy in the Philippines before our cruise trip?
