Can I send my all documents(China Visa) to my friend who works in downtown Chicago?

I am a us citizen resides in Chicago. Can I send all documents & money for China entry permit for me & my wife with my friends who is also coming to get China entry permit & he works in downtown Chicago?
Do I & my wife have to come personnaly to drop all documents for china entry permit?
