Pudong as of this year has been very strict on issuing 24-hour TWOV permits and many people's applications were turned down. What's worse is that all non-Chinese travel document holders are now required to have their fingerprints taken before going through immigration which can add an hour or two to the already-long wait. You can always try your luck at immigration, but based on past reports, a 7-hour layover without a hotel reservation is not enough to persuade the officer to issue you a permit.
