7 hours transit in Beijing

Hi!

I have a 7-hr transit in Beijing next month, so i would like to ask if I am qualified for this "visa free 24h transit?" I would just like to take the train and check the forbidden city, eat lunch then head back to the airport to catch my next flight. I am currently holding a permanent residence card in European country. Xie xie ni!

I still have my Philippine passport but i am already holding an EEU permanent residence card. :)
