About:144-Hour Visa-Free Transit

Why is there seemingly no mention of the 144 hour pass on any Chinese Consulate page?

I'm traveling from Tokyo to Shanghai and then on to Hong Kong. I just want to verify that this program is valid and that I and my family will not be stuck in Pudong Airport

You can either call the port of entry's immigration office or visit their website to verify. Immigration enforcement is a provincial/municipal matter in the country.
