student visa. hello i just graduated from chinese university

and i also apply for 6months x2 in another university to sturdy chinese but the visa need me to go outside of china to apply can i apply in chinese embassy in thailand if i travel to thailand on tourist entry permit? because i heard that you can't apply for entry permit in thailand without having more than one year thailand entry permit.
