Air conditioning, outlets

Do all Second Class cars on a bullet train have air conditioning? Are there enough outlets for each passenger to plug in one item?

All high speed trains are air conditioned. For second class seat, usually there is one outlet on the two seats side and 2 on the 3 seats side (some may have one only).
