About:China Visa on Arrival

i have holt for 18 hours on pudong airport can i visit shangahi.

Since February, Shanghai no longer allows people with layovers for less than 24 hours to clear immigration regardless of nationality. Thus, I cannot give you a definite answer. Just give it a try. Good luck.
