Hi. I wanna to apply student X1

I went Chinese embassy in Kuala Lumpur Malaysia they said if you have tourism visa or if don't have resident you can't apply I wanna to Cambodia but I'm afraid if I went there maybe they will ask me resident please tell if you have any idea about Chinese embassy in Cambodia

I have everything but resident is big problem really
