Will stop over at Pu Dong Airport for 3 hrs. Do a Thai-holding passport require a via in China?

I will fly to Japan via Air China. Will stop over at Pu Dong Airport for 3 hrs. The airline told me to get a luggage after landing and pass thru the transit counter without the required visa in China. Is this true? I am holding a Thai passport.

Sorry, but as I know, you need a visa for the transit.
