I would be interested to get an actual confirmation from a cruise passenger who flew to Shanghai, boarded a cruise within 144 hours, and departed from a different region or country (Hong Kong included), but according to the most recent interpretation of the rules by the Shanghai General Station of Immigration inspection your trip qualifies for the exemption, since a cruise ticket to non China mainland territories or countries is considered a valid departure document and since you will be departing within 144 hours of arriving in Shanghai.

You can read the interpretation here:

"An applicant for 144-hour visa-exemption transit needs to possess a valid passport or other valid international travel documents and an onward air / vessel / train ticket to a third country (region) with confirmed date and seat within 144 hours upon arrival, fill out an arrival card for temporary entry foreigners, and be interviewed by the immigration inspection authority."

You can even send Shanghai General Station of Immigration inspection an inquiry by email

Your itinerary does not qualify for 144 hours transit without visa, and you must get a visa in advance of your travel.

Holder of 144-hour permit on cruise must clear outbound immigration in one of the cruise ports in Shanghai, however AFAIK inner-China cruises does not clear outbound immigration until the last port of call within Mainland Chinese territory. You need a visa.
