Wheel chair provision

I can not move so fast to the train, is there any chance of wheel chair provision? Just in case there is, do I pay a fee for the service?

I heard that passengers can apply this free service in advance, but don't know how this can be done for international traveler. I did not see wheel chair offer at the station, but you may ask the inquiry desk for help. By the way, in some stations I see they allow elder passengers and tavelers with little child to go through the ticket checking gate first. Hope this service is available for your trip.
