About:24-Hour Visa-Free Transit

Current rule for multiple transit TWOV/TVOA

Dear experts, could you please advise what the cureent rules are, in case I need to transit twice in China, but all within 24 hours? I will have some hours in Beijing then some hours in Chengdu. I'm a Hungarian national coming from Europe going to New Zealand. Is there still TWOV available or only TVOA? I read that from 2018 only TVOA is available, but I still read that TWOV is available also. I'm confused.
What are the conditions for leaving the airport and going into the city? I read that I need to apply for a temporary stay permit. What are the conditions for this? Is this permit free? Will I get this permit at all airports? (Beijing, Chengdu, Shanghai which I'm concerned about.)
On the way back I will then transit in Shanghai and Beijing, also some hours each place, but again, arriving and leaving China with 24 hours.
My point is, I don't want to get stuck at the airport for several hours, I hope here is a way!

Alfred, you will travel like Europe-Beijing and Chengdu(24 hours)-New Zealand-Shanghai and Beijing(24 hours)-Europe, right? If yes, you can apply for 24 hr free transit and the free temporary stay permit upon arrival at the airport. Just have your arrival card, onward tickets and passport ready. Don't worry.
