I'll be there in JZ railway station at 4AM and I need to know What time the first bus actually leave from JZ Railway Station to Yuntaishan? Alternatively can I find a trustworthy taxi early morning outside the railway station to take me to Yuntaishan? If there is any taxi, how much do they charge roughly?I appreciate your answer

Well, the bus line 3 near the railway station can take you directly to Yuntaishan and the first bus departs at 6:20. The fare is CNY4. If you want to take a taxi, it takes about CNY 50 and you can bargain with the driver.
