can i apply 72-hour transit visa directly after landing at chengdu airport?

I'm travelling from Taipei to Macau and plan to stop over in Chengdu to visit the giant pandas.  Can I just apply for the 72-hour free transit upon my arrival?  Is it compulsory to inform the airline or apply in advance?
