About:72-Hour Visa-Free Transit

Fly through Harbin with 1 3 hour stop over in Guangzhou

I'm planning on flying from Sydney to Harbin (via Guangzhou for a few hour lay over) then onto Russia and then returning to Australia the same route (Russia Harbin Sydney). Can I use the 72 hours hour free transit on both legs in Harbin

You cannot. Two stops limits you to 24 hours transit without visa in China.
