Can seats be chosen on the Li River Cruise ship to be on upper/ lower deck?

As I know, for 3-star cruise ships, the seats cannot be chosen and it may be allocated randomly. However, as to 4-star cruise ships, you can choose to take the upper deck seats or lower deck seats, and the seats on upper decks are higher in price.
