when you have a residence permit in china, can you go to visa free countries that chinese can go to?

No. You cannot go to visa-free countries that Chinese can go by holding a Chinese residence permit. This residence permit allows you to stay and live in mainland China, and you are able to exit and enter for multiple times within its validity.
