Jay, if your total layover time in mainland China is within 24 hours, no visa will be needed. Don't worry.

I read that weihai and Wuhan and a few others are exceptions to the twov policy when having multistops as a US passport holder. I see some people say otherwise but I can’t find anything concrete. Would you have a link to something that says weihai is okay to be used as a transit spot within mainland China. My trip will only be around max 15 hours, including flight time and layovers. Thank you for the reply!

Sorry Jay, I didn't find the relevant information online. Maybe you can check the information from Timatic.
