Come to China for an interview with L and change it to a work permit without Z issue

Hello. I'm going to China for an interview with company in Shanghai. If I will be suitable for them, is it possible for me to make a Work permit in China without going home to make Z?
I'm going to take all documents to China (legalized bachelor degree with legalized police certificate paper).

If it is not possible, can I make a Z in a country near China (not my native country)?
