Huanggang port visa

I am interested in crossing from Hong Kong into Shenzhen for the day via the Huanggang border, however I have read that the issuing of Visas is intermittent. How true is this? I am hoping to go tomorrow (07/05/2018). Any advice will be more than welcome! Thanks.
