What regulations for a foreigner (American) to bring cremated ashes in an urn to be buried in China?

In accordance with the "People's Republic of China Frontier Health and Quarantine Law", the relevant requirements are hereby promulgated as follows:
Quarantine declaration: The ashes shall be submitted by the carrier or agent to the inspection and quarantine authorities three days prior to entry and exit, and shall fill in and submit the “Autoclaved ashes inspection notice”.

Check the following information:
1, the identity of the deceased (such as passports, ID cards, etc.).
2. A death certificate issued by a public hospital or a death registration certificate issued by an administrative authority to prove the name, sex, age, nationality, cause of death, and date of death of the deceased.
3. If necessary, issue a report on the death of a foreigner issued by the public security agency.
4. Issue the notarial certificate issued by the notary office.
5. The body, cockroaches and cheekbones are certified by the relevant departments for anti-corrosion, disinfection and removal of insects.
6. The certificate of cremation issued by the foreign-related funeral department
