144-hour TWOV China for Shaghai still possible?

There is no mention of this on the official chinese Website for Germany.
The Chinese Visa Application Service Centre in Hamburg is not responding to emails.

The policy has not been changed. When seeking information regarding immigration clearance, you should always visit the website of the relevant immigration office or call them directly. Chinese embassies, consulates and visa centers are not responsible for having the most up-to-date information.
