24 Hour TWOV. We are flying from Sydney to Beijing

(we hold Australian passports) we are then boarding a cruise ship at Tianjin Cruise Port, can we apply for this visa if we are in the country for less than 24hours. We were under the impression that we could apply for the 72 hour Visa-Free Transit as we were meant to be staying for two nights, which it appears we will have to change.
