Invitation letter from Shakhawat

Dear Concern, I have to attend an Shimadzu service manager meeting on Shanghai on next 9th MAY and SHIMADZU China (Co.) Ltd send me invitation letter but visa officer told me that i need Invitation letter from local Authority.
Can you please explain how i get that invitation letter or what instruction I have give my SHIMADZU China Colleague.

Hi, you can ask the company to apply for the invitation letter from any of these units: Municipal Foreign Affair Office, Municipal Bureau of Commerce, Foreign Economic Relations & Trade Commission, International Trade Promotion Commission or Foreign Trade and Economic Cooperation Bureau.
