Thailand not on list?

I am a UK Citizen looking to go from London to Shanghai, stop there for 2 days then fly to Phuket. A week later I will fly from Phuket to Shanghai, stay one day then head back to London. Can I get a transit visa given Thailand isn't on the country list, or is the country list about nationality rather than point of origin?
