About:24-Hour Visa-Free Transit

US - China - Philippians

We are US citizens and will be traveling to the Philippians in December with a 12 hour layover. Are we eligible for a 24 hour free transit? Is it the same rule for the way back?

Then you are eligible for a 24 hour free transit in Shanghai in both ways.
