About:144-Hour Visa-Free Transit

Hong Kong - Hangzhou - Hong Kong - Sydney

If I fly from Hong Kong to Hangzhou to Hong Kong before flying back to Sydney, am I able to obtain the 144 hour visa in Hangzhou?

No. Hong Kong - Hangzhou - Hong Kong is not a transit at all, so you should apply for a visa for that trip.
