How do I get into Honyadong from the street level?

I am being dropped off at Hongyadong by a hired driver. I know I want to visit level 11 and 3 and 4
But how?
What do I do when I first am getting dropped off?
Am I taking stairs/elevator up or down from the Jialingjiang Binjiang Road?
Are there signs in English to help?
