Due to my business trip in Hong Kong, I have few bags of flour sample to be taken with me. Is it allowed? Certain restriction on quantity?

It's hard to say. Although it's allowed to enter the country, it needs to be consigned by plane. Also, many airlines consider it as explosive materials and do not allow it onboard, so you'd better check it out from your airline.
