checked baggage - no information on carry-on

Question

Hello, I'm wanting to book a flight from Shanghai to Hong Kong. Certain flights inform that we are allowed a free checked luggage of 15kg and a carry-on of 5kg, while others say we can check a 20kg baggage. If there is no information about the carry-on, are we still allowed to bring one?Thank you, Gabrielle
