Is it possible to go Yun Yai Shan 1 day from Luo Yang?

and explain the best way to go there please

I think you mean Yun Tai Shan?
If so, yes, you can have a day trip there. You are suggested to take a bus to Jiaozuo first, and then take a taxi or private to the mountain.
