About:24-Hour Visa-Free Transit

How long does it take? Red tape involved with the application?

An American travelling from Japan to England and don't want to spend excessive time for this application in Shanghai. How long does it take at Immigration there?

If you don't want to spend "excessive" time at immigration you should get a 10-year visa. Wait times vary greatly in large airports for TWOV lines as many reported that they waited for over 5 hours before seeing an officer when many international flights are arriving.
