Asking for transit visa. Does she need to apply transit visa in china?

Hi my friend is in singapore, she will go back to phillippines but her ticket from singapore to xiamen, xiamen to philippines!

If her layover time in Xiamen is less than 24 hours, she can enjoy 24 hr direct transit in there. No transit G is needed.
