18 hour lay over

Question

I hold a Phil passport. Travelling from NYC - shanghai to phils. Shanghai has 18 hours lay over, can i enjoy the free 24 hr no visa and able to see the city?

Jinpal, you can enjoy 24 hr direct transit in Shanghai. But someone said that Shanghai no longer allows people with layovers for less than 24 hours to clear immigration regardless of nationality. In some cases, however, people were let in when they showed their hotel booking confirmations.
