Best time in travel in taxi in Beijing

Hi Can you please tell when is best time to travel by taxi in the morning and late evening when i come back? I want to get to summer palace from my hotel which pretty far at 35 km and I am worried about being hit with low speed fare. Also your website has been very helpful in planning my trip to Beijing :)
